A company formed in 1905 by Alvadore Welch and associates to gain franchises and construct an interurban electric line from Portland to Salem. Once construction began, the Oregon Electric Railway Company was formed as a holding company for the Willamette Valley Traction Company, which became the construction company. Control of the franchises and operation of the line was passed to the Oregon Electric once the road to Salem was completed and the Willamette Valley Company ceased operation.
