This company seems to have been formed for the sole purpose of taking over the rights of way that had been acquired by the Portland Southern Electric Railway Company for their interurban line from Canemah to Salem. The founders of that company were sharply divided on how to finance the construction of their line, so it seems that C. W. Miller and W. J. Cook broke away and found new financial backing with which they hoped to take control of the enterprise. Miller and Cook negotiated with property owners along the proposed route for renewals of their right of way contracts, but it seems that L. B. French – backed secretively by the United Railways Company – was able to buy out all the other directors of the Portland Southern and also retain all the rights of way for eventual sale to the United Railways Company in 1906.
