Seems to have been formed as a stub line when the East Ankeny line was merged with the Montavilla line in May 1913, though the EA line was sometimes referred to as the “Twenty-eighth Street” line prior to 1913. Citizens of the time were furious, as they believed that their service should be through-running to the city instead of being required to change at NE 28th and Glisan.
The latest date I have found for operation of the East Twenty-eighth line is June 1933, when it appears on the Terray Guide Map to Portland.
