A short branch line that shuttled passengers from West Woodburn on the Oregon Electric’s main line to the town of Woodburn, two-and-a-half miles to the east. The line was constructed by the Valley Railway Company, incorporated and mostly financed by construction company W. S. Barstow & Co., which had already built the Oregon Electric’s main line.

Once constructed, the line was turned over to the Oregon Electric for operation. There were some ambitious plans to extend the line further east to Scotts Mills and Silverton (and perhaps even over the Cascades to Eastern Oregon), but these never eventuated. Through trains from Portland to Woodburn were planned early on, but the shuttle service – timed to meet main line trains at West Woodburn – was all that ever provided.

Passenger service to Woodburn ended on June 13, 1926, replaced by buses. The spur was abandoned completely in 1928.
