A planned double-track, standard-gauge interurban line from the site of the Lewis & Clark Exposition to Linnton via the St. Helens Road – almost exactly the same route as eventually constructed by the United Railways. Backed by “rascally sojourner” Lafe Pence, a franchise was granted by Multnomah County in May 1906 and some grading for the line seems to have been accomplished. However, an extension of time on the franchise was asked for by Pence in October 1907, just before a banking scandal brought an abrupt end to the project. By mid-1908, the United Railways was surveying along the Linnton road for their own electric line.
