When the Depot-Morrison line was eliminated after the last run on October 13, 1923, it was immediately replaced by a Willamette Heights line that finally bore its destination as a line name. Willamette Heights was the last city line to be abandoned, its overnight owl car returning to the car barn well after the last Council Crest and Twenty-third runs.

The Willamette Heights route remained relatively stable over the years, though it did run south on 5th Avenue as far as Sherman Street in the latter half of the 1920s before returning to its usual Washington/Morrison loop. The last change to the loop in 1941 – moving from SW 3rd to SW 5th to reduce congestion on busy 3rd – returned the line to its original route from 1923.
